Hello,

I'm studing oracle cloud to host my IT solutions in a company I'm starting

Yesterday I was able to create a simple 2 instances web servers behind a load balancer, since I'm setting stuff up with terraform, I'm constantly creating and destroying resources to make sure everything works as planned

So today i cleaned up all my resources and tried recreating everything... but when I try to create a new load balancer i get the error

Load balancer would have 1 public vips which exceeds the limit of 0

But when I go to 'Limits, Quotas and Usage' page i see the bellow information
